CEE: freedom of expression score 2021-2023, by country
In 2023, Estonia led the ranking of Central and Eastern European (CEE) countries in the Global Expression Report (GxR), with a score of 92. Czechia and Latvia followed with scores of 89 and 87, respectively. Belarus was at the bottom of the ranking with a score of one. The most significant decline in the score compared to the previous year was observed in Russia, Hungary, and Romania. A higher GxR score indicates a more open society with greater freedom of expression.
