The Economic Confidence Index is based on the average differences between Americans' assessments of current conditions and their views of whether the economy is getting better or worse. The Index has a theoretical range of -100 to +100, with negative scores indicating respondents are more negative than positive about the economy. In 2011, the value for District of Columbia was -4, which was the highest score in the United States.
