Counts include civilians on the police service's payroll employed in such positions as clerks, dispatchers, managers, cadets, special constables, security officers, school crossing guards and by-law enforcement officers. The Police Administration Survey only collects data on civilian employees paid for by the police service. Therefore, if civilian employees of a police service are paid for by the municipality, such as in the case of RCMP detachments and some municipal police services, they are not captured by the survey.
