The reason for the decline of votes towards the ruling party might be explained by anti-government protests that took place after the City Election Commission did not allow opposition candidates to enter the election due to a large number of fake signatures. Moreover, the leader of opposition Alexey Navalny created a 'smart voting' list of candidates from the Communist Party, Yabloko, and A Just Russia, for whom he encouraged to vote in order to win as many seats from United Russia as possible.
The method of entering an election by reaching a particular number of signatures got criticized after the election, when it was observed that a number of candidates received considerably less votes in the election than they received signatures. The Moscow City Duma elections take place every five years. In 2019, for the first time, online voting was available in three city districts.
