Survey on responsibility for the war in Ukraine among European countries 2022
As of May 2022, approximately 90 percent of people in Finland thought that Russia was primarily responsible for the outbreak of war in Ukraine, compared with five percent who thought it was Ukraine, the European Union, or the United States' fault. Across ten different European countries an average of 73 percent of people thought that Russia was responsible for the war, with Italy having the lowest share of people believing this, at 56 percent.
