On average between 2019 and 2021, 400 thousand people in Russia were identified as severely food insecure. Thus, the number of residents affected by severe food insecurity was approximately 700 thousand lower than the average between 2015 and 2017.

The source defines food insecurity as "a situation that exists when people lack secure access to sufficient amounts of safe and nutritious food for normal growth and development and an active and healthy life." (FAO, "The state of food insecurity in the world," SOFI 2000, Rome).

Severely food insecure people are defined as an "estimated number of people living in households classified as severely food insecure. It is calculated by multiplying the estimated percentage of people affected by severe food insecurity (I_2.4) by the total population."
