The source defines food insecurity as "a situation that exists when people lack secure access to sufficient amounts of safe and nutritious food for normal growth and development and an active and healthy life." (FAO, "The state of food insecurity in the world," SOFI 2000, Rome).

Severely food insecure people are defined as an "estimated number of people living in households classified as severely food insecure. It is calculated by multiplying the estimated percentage of people affected by severe food insecurity (I_2.4) by the total population."
