Special needs schools in Japan reported 2,695 incidents of bullying behavior among the student body in 2021, with class teachers being the confidant of victims in 73.3 percent of all cases. Following the enactment of the anti-bullying legislation in 2013, the government required schools to implement measures to identify bullying at an early stage.
