In 2018, almost half of all renters in the United States were considered to be either moderately or severely cost-burdened, but there was variation among U.S. states. For instance, 55.7 percent of renters in Puerto Rico were cost-burdened, whereas only 41 percent of South Dakotan renters were considered cost-burdened. A household is considered to be housing cost burdened when the housing costs exceed 30 percent of the family income.
