97 percent of schools in Japan organized staff meetings in 2018 as a preventive measure against bullying. Those meetings were held in order to establish a common understanding of bullying issues occurring among the student body. Following the enactment of the anti-bullying legislation in 2013, the government required schools to implement measures to identify bullying at an early stage and report even small incidents like teasing.

*Act 22 of the anti-bullying legislation describes the law passed in 2013 stipulating schools to establish an organization consisting of multiple faculty members and counselors to observe and take measures against bullying among students.

Including elementary schools, middle schools, high schools and special needs schools.

The source defines "bullying" as the act of a student inflicting psychological or physical harm on another student enrolled at the same school. The act of bullying can happen inside or outside of school, which includes bullying over the internet as well.
