Russia: construction employment balance 2021

A negative balance of the employed labor force in the Russian construction industry was observed throughout all the periods under consideration, excluding the second quarter of 2021, when it reached a positive growth rate of two percent. After a recovery by five percentage points compared to the third quarter of 2018, the employment balance stabilized at a negative rate of 14 percent in the third quarter of 2020.

* The balance, as the source clarifies, is the difference in the shares of respondents who noted “increase” and “decrease” in the value of the indicator compared to the previous period, or the difference in the shares of respondents who noted the level of the indicator as “above normal” and “below normal” in the reporting period, in percent.

The data are based on the surveys quarterly conducted by the Federal State Statistics Service among managers of over six thousand construction companies of different employee count in 82 federal subjects of Russia.
