The intensity scale was based on the PHIVOLCS Earthquake Intensity Scale, a seismic scale that measures the effect of an earthquake on a given area based on its relative impact to people, structures and objects in the surroundings. An intensity level of 4 corresponds to a moderately strong effect, with the earthquake generally felt by people indoors and by some people outdoors.
