Netherlands: cultivators compliance with rules

One third of all outdoor crop and plant cultivators in the Netherlands were in violation of one or several plant protection rules in 2019. This was an increase compared to the year before, when only a quarter of the cultivators had either received a formal warning or a fine after close inspection of their farming practices. Cultivator compliance was highest in 2016.

Figures for 2015, 2017 and 2018 were calculated as follows: 100 minus (number of fines and warnings divided by total number of inspected cultivators, then multiplied by 100).

The source defines a complying cultivator as a cultivator who did not receive a warning or fine upon inspection. Plant protection rules included the correct usage of "nozzle along surface water" and "machinery", as well as not using "illegal substances" and operating with "competence and accuracy".
