Digital Challengers should be understood as a group of countries formed by Bulgaria, Croatia, the Czech Republic, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia. These countries are Digital Challengers as they demonstrate strong potential for growth in the “digital economy,” emulating the group of relatively small countries with very high digitization rates called “Digital Frontrunners,” namely Belgium, Denmark, Estonia, Finland, Ireland, Luxembourg, the Netherlands, Norway, and Sweden.
