As of the beginning of 2021, the majority of outstanding Dutch corporate debt was of investment grade debt for financial corporations. However, when looking at non-financial corporations, this situation was reversed with slightly more debt being speculative grade than investment grade. Investment grade debt is rated 'BBB' or higher, while speculative grade is debt is rated 'BB' or lower. The rating scale contains runs from AAA as the highest, down to C as the lowest.
