In 2020, Libya scored 33 points in the ease of doing business index. This was significantly lower than the average in the Middle East and North Africa, set at around 60. In fact, Libya does not offer a favorable environment for enterprises. The lowest scores, equal to zero, were reached in dealing with construction permits, registering property, getting credit, and resolving insolvency. On the other hand, the country's attractiveness was higher in terms of starting a business and trading across borders.
