Most migrants and refugees in Libya considered that the risk of being arbitrarily arrested or detained increased since the coronavirus (COVID-19) outbreak in 2020. Indeed, 40 percent of the respondents strongly agreed that the risk was higher. On the other hand, for 19.5 percent of the migrants and refugees, arbitrary arrest and detention were not more likely due to the pandemic. In Libya, thousands of migrants are held in detention.
