Between 1991 and 2009, the Egyptian government implemented a program of privatization regarding its public business sector companies via different means of offerings. The total proceeds by anchor investors were roughly 32 billion Egyptian pounds (comparable to two billion U.S. dollars). Moreover, companies privatized by sale of minority stake through public offering generated 11 billion Egyptian pounds (which corresponds to 701 million U.S. dollars). During the same period, the
