According to a survey in Indonesia in 2020, 75.8 percent of respondents believed that sexual assaults occurred due to the lack of security in the place where the assault happened. However, victim-blaming seems to be prevalent in Indonesia as 71.5 percent of respondents believed that it was due to the supposed 'flirty' behavior of the victim and 69.2 percent found that it was because of the 'revealing clothes' worn by the victim.
Another survey from Indonesia's National Commission on Violence Against Women, Komnas Perempuan, also reported that more than 90 percent of rape cases in Indonesia go unreported. This highlighted Indonesia's shortcomings around sexual violence, as victims often encounter victim-blaming attitudes when reporting sexual harassment and violence, including from the police.
