In 2018, the European country with the least reliable regional and local passenger rail service was Norway, where almost 4.4 percent of the train services were cancelled. During the same year, around 1.9 percent of the regional passenger rail services in all 27 member countries of the European Union were cancelled. A higher percentage of services cancelled means a lower reliability.
