In 2021, at more than 32 percent, Tokyo had the highest share of women in its prefectural assemblies among all prefectures in Japan, followed by Kyoto at almost 22 percent. Only 18 prefectural assemblies had a share of female members above the national average of 11.6 percent. Prefectural assemblies form the legislature of each of the 47 prefectures of Japan and are elected every four years.
