Japan: number of uncertified child care facilities by type

As of March 2020, there were over 19 thousand unlicensed child care facilities in Japan, of which around 5.5 thousand were operating in-home visiting day care services such as babysitter services. Unauthorized child care facilities refer to those not yet approved by the Ministry of Health, Labour and Welfare of Japan (MHLW) under the Child Welfare Act.

*Baby hotels provide either child care services after eight at night, overnight child care services, or irregular and temporary child care services to more than half of the enrolled kids.

Uncertified child care facilities refer to those not yet approved by the Ministry of Health, Labour and Welfare of Japan (MHLW) under the Child Welfare Act. The figures also include the number of facilities that were approved by prefectural and local governments according to specifically set criteria in the region.
