ETS implementation likelihood in Latin America by country

Mexico was considered the most likely country in Latin America to launch an emission trading system (ETS) by 2025, according to a survey of International Emissions Trading Association members. While 32 percent of respondents felt an ETS would launch in Mexico by 2025, 35 percent expected one to launch by 2023. This is perhaps unsurprising, given that Mexico's pilot ETS, which covers approximately 40 percent of the country's GHG emissions, started operating in 2020. The next most likely country to launch an operational ETS was Colombia, according to 55 percent of respondents.
