In 2021, the Palestinian Territories had the lowest employment-to-population ratio worldwide at less than 32 percent. Iraq had the second lowest ratio, whereas Morocco, South Africa, and Moldova all had just below 40 percent. On the other hand, Qatar had the highest labor force participation rate.
