As of 2023, 14 percent of European institutional investors stated that the absence of Score 3 targets would lead them not to invest in sustainable bonds. The vast majority of investors noted they would invest in sustainable bonds if Scope 1 and Scope 2 targets were present, and Scope 3 targets were included in the bond issuers Environmental, Social, and Governance (ESG) strategy.

Scope 2 emissions are indirect, relating to emissions generated through the purchased of energy, from a utility provider.
Scope 3 emissions are all indirect emissions (outside of scope 2) that occur in the value chain of the reporting company. This includes both upstream and downstream emissions.
