Throughout this period the unemployment rate for 16 to 17 year olds has been higher than that for 18 to 24 year-olds, as well as the most vulnerable to fluctuations. For both age groups there has been a net decrease in the unemployment rate, falling from 36.9 percent in Q4 2013 to 24.3 percent by Q4 2018 for 16 to 17 year olds.
