Student loans: average debt on entry to repayment England 2000-2018 This statistic shows the average outstanding student loan debt in England on entry to repayment from 2000 to 2018. A large increase occurred between 2009 and 2010, which may reflect the change in tuition fees from 1,000 British pounds per year to 3,000 British pounds per year introduced in 2004/2005. Similarly, the strong rise in 2017 and 2018 is most likely related to the introduction of fees over 9,000 British pounds in 2012.
