In 2019, about 111 thousand people in the Brussels-Capital Region aged between 15 and 24 were inactive, roughly 100 thousand between 25 and 49 years old were inactive, and about 70 thousand aged between 50 and 64 years were economically inactive.

Statistics Belgium defines an economically inactive person as a person who was not economically active nor unemployed during the reference week. Examples are housewives, housemen, students, volunteers, retired people on the condition they were not paid for doing labor during the reference week.
