The country with the highest per capita consumption of fluid milk in 2020 was Belarus. The average person in Belarus consumed 113.77 kilograms of milk in that year. New Zealand came in second with 108.88 kilograms of fluid milk per person.
Dairy Cows and milk production
Global cow milk production has increased from 467 million metric tons in 2013 to around 513 million metric tons in 2019. Most of this production is attributed to the European Union, which generated nearly 155 million metric tons of cow milk in 2018. In that year, the EU was home to over 23 million dairy cows. But despite the EU producing highest volume of milk, India had more than twice that number of dairy cows.

While Ireland topped the charts for per capita consumption of milk, India, as the second most populous country in the world, consumed the most milk overall. In 2018, about 66.8 million metric tons of milk were consumed in India. The European Union and the United States consumed 33.3 million metric tons and 22.2 million metric tons respectively in that year.
