Over the period from 2012 to 2022, the Finnish government run a constant budget deficit. In 2022, the general government deficit amounted to roughly 2.1 billion euros according to preliminary figures. The financial position of general government weakened by more than 10 billion from the year due to the crisis caused by the COVID-19 pandemic. Initially, the general government surplus reached a high of approximately 9.6 billion euros in 2007, before falling to a deficit from 2009 onwards.
