*The decrease in the number of cyber incidents reported in fiscal year 2016 was likely a result of the change in federal incident reporting guidelines. For fiscal year 2016, agencies were no longer required to report non-cyber incidents or incidents categorized as scans, probes, and attempted access. In fiscal year 2015, we reported that that these types of incidents made up 25 percent and 19 percent of the reported types of incidents across the federal government in fiscal year 2014, respectively.
