Landesbanken are regionally organized, state owned banks unique to Germany, with wholesale banking being their main business. Savings banks, or Sparkassen, are also regionally organized and state owned, primarily operating as commercial banks. It can be seen that the number of Landesbanken and savings banks offering payment services to non-PSPs decreased during the period under observation, from a total of 437 in 2011 to a total of 399 as of 2017.
