Respondents who had had contact with at least one service in the previous 12 months were asked as follows: "How often, if ever, did you have to pay a bribe, give a gift or provide a favor for: a teacher or school official; a health worker or clinic or hospital staff; a government official in order to get a document; a government official in order to receive [utilities] services; a police officer; or a judge or court official?".
The source adds the following methodology information: "Face-to-face household interviews were conducted either with Computer Assisted Personal Interviewing (CAPI) or Paper-and-Pencil Interviewing (PAPI)".
