"All these expenses can not be assimilated to impact;
- The expenses of local authorities for hosting the event could not be estimated due to lack of information available;
- UEFA providers' expenses correspond to a minimum estimate. Expenditure could not be estimated due to uncertainties regarding the conclusion of certain contracts or the implementation of specific programs (activation of marketing rights);
- The State has contributed 160 million euros to the construction / renovation of the stadiums however the latter can not be considered as organizational expenses. Other expenses borne by the State (public security in particular) could not be evaluated ".
