The survey results show that as of 2018, prisons in Belgium had a higher occupancy level than prisons in the Netherlands, with Belgian prisons operating at 110 percent of capacity. Survey respondents in both Belgium and the Netherlands overestimated the occupancy level of prisons. Belgian respondents overestimated the occupancy level of prisons by roughly 40 percent, while Dutch respondents overestimated the number of people incarcerated by nearly 20 percent.
