Energy is critical to economic develoment and poverty reduction; inadequate and unreliable electricity supply affects many developing countries, making energy reliability a key challenge facing governments in most developing countries. This approach paper forms the basis for the consultation leading to the preparation of the World Bank Group energy sector strategy, which is to be presented in early 2011.
