This is down to a large telecommunication MNE withdrawing a large amount of capital from the country. Luxembourg is known as being one of the country's most open to FDI worldwide. Other FDI outflow rates of GDP vary from 10.8 percent in Sweden to minus 2.9 percent in Switzerland.
