In large economies such as Belgium, Italy, France, and the Netherlands, this share was even lower, while in Luxembourg - the country with the highest share of foreign-controlled enterprises - the share was almost 30 percent. Around 0.6 percent of companies operated in the EU have an owner in an EU country other than the one in which they are operating in, while a further 0.4 percent were owned outside the EU entirely.
