This graph shows the percentaged change in state fiscal support for higher education in the United States from fiscal year 2007 to 2012. Fiscal support includes the federal ARRA funds, which includes government services funds used for public higher education, and excludes funds for modernization, renovation, or repair. States fiscal support in North Dakota increased over the past five years by nearly 60 percent, while the support in New Hampshire decreased by about 33 percent.

Illinois data for fiscal year 2012 include rapidly increasing appropriations made to the State Universities Retirement System (SURS) to address historical underfunding of pension programs. These SURS appropriations do not go to individual institutions or agencies and are not available to be used for educational purposes.
2012 funding for Missouri includes 30 million U.S. dollars from MOHELA (the Higher Education Loan Authority of the State of Missouri); these funds were earmarked for need-based financial aid.
