Russia was forecast to export 62.8 million metric tons of cereals in the crop year 2023/2024. That was roughly 10 million metric tons higher than the volume of Russia's cereal exports recorded in the previous period.
Limits to exports of certain foods from Russia as a food security measure during the coronavirus (COVID-19) pandemic were imposed by the country on its own as well as within the Eurasian Economic Union (EAEU), together with Armenia, Belarus, Kazakhstan, and Kyrgyzstan. The EAEU restrictions included cereals like rye, rice, and millet. The Russian government introduced an export quota of seven million metric tons of wheat, rye, barley, and corn between April 1 and June 30, 2020 with an exception to exports to the EAEU.
