Almost 72 million inhabitants in Mexico were found to lack access to social security and were therefore regarded as vulnerable population. Of these, around 9.4 million were of indigenous ethnicity or ancestry in 2018. The remaining 62.2 million people in this situation were classified as non-indigenous.

According to the source, indigenous population includes any person who is part of an indigenous household, where the head of the household, his or her spouse and/or one of the ascendants (mother or father, stepmother or stepfather, grandparents, great-grandparents, great-great-grandparents or parents-in-law) declared that she or he spoke an indigenous language. In addition, it includes people who said they spoke an indigenous language and who were not part of these households.
