According to a 2020 survey of Waka Kotahi New Zealand Transport Agency stakeholders, 47 percent of respondents who stated they were not confident in Waka Kotahi's adaptation to climate change cited a lack of real action on emissions as the leading cause for stating so. The Māori name Waka Kotahi is meant to convey the concept of "travelling together as one."
