Excessive debt refers to three criteria, as defined in article D.6145-70 of the Public Health Code: a financial independence ratio, reporting the outstanding debt term to permanent capital, which exceeds 50%; an apparent duration of the debt that exceeds ten years; an exceptional debt relative to the institution's revenue, all activities combined, greater than 30%. The combination of at least two criteria defines a situation of over-indebtedness.
