In the 2018 proposed budget done by President Trump, the Health and Human Services Department was expected to see the biggest decrease out of all the departments, while the Defense Department was expected to see the highest increase in budget. The outlays for the Department of Health and Human Services have been steadily increasing since 2000. The agency that had the highest amount of spending in this department in 2018 was the Centers of Medicare and Medicaid Services. During the government shutdown at the beginning of 2019, this department saw the least amount of money lost in labor.
