Wisconsin RS had the highest six-year average return among 40 major state-owned investors worldwide. The U.S.-based pension fund had returns of 11.97 percent during this period and was the only fully-funded plan in the United States. Meanwhile, the largest SWF by assets under management had returns of 9.65 percent during the same six years.
