Distribution of public sector workers in the GCC 2017-2022, by nationality
In 2022, around 83.5 percent of public sector workers in the Gulf Cooperation Council were local citizens, while the remaining 16.5 percent were foreign nationals. 2019 saw the largest level of local citizens in the public sector at 85 percent. Between 2017 and 2022, the overall share of foreign nationals working in the public sector in the GCC has marginally declined, but ended higher than its low of 15 percent in 2019.
