Industry revenue of »temporary employment agency activities« in Estonia 2011-2023

Over the years, temporary employment has become a fairly common practice for industries not only in Europe, but the world over, as it helps to reduce overhead costs whilst facilitating procedures related to workforce. As a general trend in most countries, it has been observed that majority of the workers in the temporary employment industry are foreign nationals, including Estonia. As per data from news.err.ee, nearly 20,000 individuals registered for temporary employment in the country in 2018, compared to 7500 in 2017, nearly 80 percent of whom were Ukrainian nationals. One of the main reasons for this is the fact that the registration procedure of a foreign national for temporary employment is much easier and faster as per the Estonian government’s guidelines. Majority of them work in the construction sector, followed by the industrial and manufacturing sector.

The increasing uptake for temporary jobs has augured well for the temporary employment agencies, with revenues projected to grow from 167 million U.S. dollars in 2011 to 257 million U.S. dollars by 2023. Additionally, the overall unemployment rate in the country has witnessed a marked decline since the past decade, especially benefiting the youth.
