in this table starting with 1999. ** Large increase in 2000 is due to the merger of Bell Atlantic and GTE. *** The large decrease from 2001 to 2002 is due in part to a number of Verizon companies refiling in order to remove interexchange carrier, point-of-presence, and co-location circuit counts to comply with ARMIS definitions. **** In 2008, the Commission granted forebearance relief from filing this data.
