In 2023, the European pulp and paper industry generated revenue of 100 billion euros. In 2020, European pulp and paper industry revenue fell 10 percent compared with 2019, with the industry heavily impacted by the coronavirus pandemic. However, the sector has shown signs of a positive post-COVID recovery. The pulp and paper industry encompasses the production of pulp, paper, paperboard, and other cellulose-based products from wood.

Sweden, Germany, and Finland have among the largest forestry, and by extension—pulp and paper industries in Europe. Sweden’s land area is 57 percent covered in forest, while Germany is one-third forest-covered. Meanwhile, Finland is roughly 75 percent forest based on land area. Based on revenues of 8.5 billion euros, the Finnish companies UPM Kymmene and Stora Enso were the leading European forestry and paper companies in 2021.
