Guatemala: foreign debt as share of GDP 2000-2018 Both in 2017 and 2018, the public debt that Guatemala's central government owed to foreign creditors equaled 10.7 percent of the country's GDP, the lowest level since 2000. In the period from 2000 to 2016, the volume of external debt in relation to GDP remained quite steady at a range of between 11.1 and 14.8 percent.
