The geographic distribution of population at risk of poverty in Spain shows a gulf between North and South. The autonomous city of Melilla, together with Andalusia and Extremadura, topped the list with more than 38 percent of their population being at risk of poverty or social exclusion. On the flip side, less than 17 percent of the inhabitants the Basque Country and Navarre were at such risk.

The source defines population at risk of poverty or social exclusion as "that which is in one of these situations:
- At risk of poverty (60% of the median income per consumption unit).
- With severe material deprivation (with deprivation in at least 7 concepts from a list of 13).
- In households without employment, or with low employment intensity (households in which the members of working age did so for less than 20% of their work potential during the reference year)."
